In 1909 the Owyhee Canal stood for a bet that southwestern Idaho's sagebrush could become farmland if water were carried to it. The Snake River Plain around the Owyhee country was dry range until irrigation companies and, after 1902, the federal Reclamation Service began building ditches and laterals to bring water onto the land. Settlers arriving in the first decade of the century were drawn by cheap land and promises of orchards, alfalfa, and grain, and many of them depended on the canal's water in their first seasons. The railroad lines that served the valley carried the farm produce out, while the people who lived along the ditches measured their prosperity by how reliably the gates opened each spring.
