Rear Admiral Emory S. Land, a naval officer who chaired the U.S. Maritime Commission, is the subject of this portrait taken in Washington, D.C. The record dates it only to roughly 1941 through 1944, so the exact sitting is unconfirmed. Those years were the peak of the wartime buildup, when the commission oversaw the rapid expansion of American merchant shipbuilding, including the mass-produced Liberty ships that supplied Allied forces overseas. The photograph was made by the commission's own staff, which makes it a record of how the agency presented its leader during that effort.
