Admiral Kichisaburo Nomura, a retired naval officer serving as Japan's ambassador to the United States, sits in this Washington photograph taken in February 1941. The caption card tentatively names Secretary of State Cordell Hull as the man beside him, but that identification carries a question mark and remains unconfirmed. The sitting came during strained talks between Tokyo and Washington over China and Japan's expansion in Asia, negotiations that failed to prevent war when Japan attacked Pearl Harbor in December 1941.
