Taken in the spring of 1918, this glass negative shows Theodore Roosevelt about nine years after he left the presidency, when he was a private citizen and a frequent public critic of the Wilson administration. The Bain News Service, a New York agency that sold news photographs to newspapers, made and distributed images like this one. Roosevelt was then pressing to raise a volunteer division for service in France, a request the government declined. The date and title come from caption cards that have not been independently verified, so the exact occasion behind the picture remains uncertain.
