The All States Hotel carries a name that claims the whole country, a promise of welcome to travelers from every state. Hotels of this kind filled Washington's downtown blocks in the late 1800s and early 1900s, when visitors arrived for government business, congressional sessions, and conventions, and the ground-floor bars and taverns were often as busy as the lobby.
