Crater Lake in 1913 was the scene of a quiet summer season, while the nation's attention was on Woodrow Wilson's first year in office and on the newly ratified federal income tax. In the Rogue River valley near Medford, growers were planting irrigated orchards of pears and apples and shipping them out by rail, so the valley's working life revolved around freight and markets rather than the park. The lake drew a modest crowd, and visits depended on snow clearing from the rim roads, which often stayed closed well into early summer. Park staff had only a few months each year to carry out their work before the snow returned.
