Milwaukee in 1912 was one of the largest manufacturing cities in the Midwest, with its economy built on breweries, tanneries, foundries, and the making of machinery and automobiles-parts. The Milwaukee River and the harbor on Lake Michigan carried grain, coal, and iron ore, and the lakefront docks and railroad yards tied the city to national markets. Many residents were German, Polish, and other immigrant families, and the city's Socialist mayor Emil Seidel had taken office in 1910 on a platform of municipal reform. A view from the bay across the harbor would have shown the working waterfront that Milwaukeeans of the day measured their city by.
