Galveston, Texas, in 1909 was a port still recovering from the hurricane of September 1900, which killed thousands and flattened much of the low island city. Residents answered with a long seawall begun in 1902, a costly project to raise the island's grade with fill, and a campaign to jack up houses so they sat higher. The city's wealth rested on cotton shipped through its wharves and on the trade moving through its harbor, and its commission form of government, adopted after the storm, shaped civic life. Locals knew the island as a seaside resort and commercial center, but for those who had lived through 1900, the storm remained the defining memory.
