This 1934 color poster presents Antwerp in two roles at once, as a working world port and as a city of art, and its title pairs those themes deliberately. It was lithographed in Antwerp by Fr. De Smet and credits De Roeck, the designer named in its title, as one of the Belgian travel posters of the 1930s meant to draw visitors to the country's cities. The art theme recalls Peter Paul Rubens, who worked in Antwerp, while the port reflects the Scheldt traffic that made the city a major commercial center for centuries. The poster shows how interwar tourism advertising presented a city as both modern and historic.
