Glass negatives like this one, titled "British wreaths," were made on plates that carried a light-sensitive coating, and the coating on this example has aged, leaving streaks and blemishes that show up in the print. The record dates the plate to 1923 by association with other negatives in the same range, not from a note on this image itself, and its title comes from unverified data supplied by the National Photo Company. That company was a commercial studio that photographed Washington and its visitors in the early twentieth century, and its negatives entered the Library of Congress as a gift from Herbert A. French in 1947.
