This is a reduced version of Thomas Kelly's larger print of the same title, published from his shop at 17 Barclay Street in New York around 1870. A printed key in the lower margin explains the picture's figures and symbols, which was typical of the allegorical political prints of the period. The Fifteenth Amendment, ratified in February 1870, barred governments from denying the vote on account of race, color, or previous condition of servitude, and prints like this one presented the measure as a matter of national liberty. The hand-colored lithograph shows how commercial printmakers turned current events into images meant for a wide public.
