The title "Democracy .. a challenge" sets this silkscreen poster apart from other Statue of Liberty images, because it turns the monument from a symbol of settled ideals into a question. The Illinois WPA Art Project produced it in Chicago between 1936 and 1940, when the Works Progress Administration's poster division was making bold, inexpensive color prints for public messages. A date stamp on the back reads August 1, 1940, a year when the United States was debating its role in a world at war and what democratic government required of its citizens. The poster shows how New Deal artists used a familiar national emblem to prompt viewers to think about the country's ideals.
