The board of the National League of Women Voters, photographed at its February 1920 convention in Chicago, includes Maud Wood Park, Grace Wilbur Trout, and Carrie Chapman Catt. The league was born at that meeting, as suffragists turned their organizing toward preparing women to use the vote, which was not yet guaranteed when the convention met. Catt, who had led the national suffrage campaign, and Park, who later worked closely with Congress on women's legislation, are both pictured among leaders steering the group's first years. The photograph captures the moment when the movement's leadership was shifting from winning the vote to making it effective.
