Taken on January 3, 1939, this portrait was made at the White House during Franklin D. Roosevelt's second term, on the same day the 76th Congress convened. The Washington studio Harris & Ewing made the image, and it reflects the formal portrait style the firm was known for across several decades of photographing officials and visitors. Portraits like this were often used in newspapers and official records, and the posed setting and formal dress show the conventions of the period.
