Flavel sits on the Columbia River a short distance from Astoria in Clatsop County, Oregon, and it took its name from George Flavel, a bar pilot and early Astoria businessman whose Queen Anne house, built in the 1880s, still stands in Astoria. In 1914 the lower Columbia depended on its waterways, with salmon canneries, sawmills, and ships carrying lumber and grain to distant markets. Driving a first pile for a new terminal marked an effort to build dock facilities where vessels could load without crowding the Astoria waterfront. Residents would have measured such work against the seasonal rhythms of fishing and logging that still set the pace of life along the river.
