Rather than the monuments that usually fill views of the National Mall, this picture concentrates on the working buildings that housed federal offices in 1917. That year the United States entered the First World War, and wartime growth sent clerks and agencies into a capital that had little room for them. Many of the new offices went up quickly as temporary frame structures on and around the Mall, intended to be removed once the emergency ended. The view shows how the federal city was pressed into service during the war.
