Dancing the Charleston at the Capitol sets this picture apart from the many 1920s scenes of the dance craze, and the record names a man, Thomas Sanders McMillan (1888-1939), among its subjects. The dance took its name from Charleston, South Carolina, and spread across the country after it appeared in the 1923 Broadway revue *Runnin' Wild*. Its quick, bent-knee steps became a symbol of the decade's restless youth, and the young women labeled "flappers" in the subject headings were often its most visible performers. The photoprint came from the National Photo Company, a Washington, D.C., studio whose work documents the city's social life in these years.
