In 1910 Pine Camp, on the rolling sand plains and pine woods of northern Jefferson County near Great Bend and the Black River, was in its early years as a summer training ground for the New York National Guard. The region's economy rested on dairy farming, small timber operations, and the paper and woodworking mills of nearby Watertown, a short distance to the south. Guard units arriving each summer brought tents, drill fields, and a temporary population that changed the rhythm of the surrounding farm communities. Local residents knew the spot mainly as a stretch of cleared pine land where soldiers drilled in warm weather and then left when the encampment closed. The camp's later growth into a large Army post lay well ahead of this moment.
