Nast's wood engraving takes aim at the Black legislators who sat in South Carolina's statehouse during Reconstruction, and the question mark in the title signals his doubt that such governments were legitimate. It ran in *Harper's Weekly* on March 14, 1874, one of the most widely read illustrated magazines of the period, where Nast's political cartoons helped shape northern opinion. The drawing's caricatured figures show how white Republican-era critics used ridicule to undercut Black political participation, a theme that runs through much of the magazine's coverage of the South in the 1870s.
