The title places Secretary of War Newton D. Baker beside an artillery tractor in July 1918, a pairing of a senior official and a piece of heavy military machinery. Baker led the War Department from 1916 through 1921, during the American build-up for the First World War, when the Army was turning to motorized tractors to haul heavy guns over ground that horses and wagons handled poorly. The National Photo Company, a Washington, D.C., commercial studio, made many views of wartime life in the capital. The glass negative shows streaks and blemishes from deterioration of its original coating, which is common in plates of this age.
