Seen from high above San Francisco, Treasure Island stands out as a flat, man-made island in the middle of the bay, built on a shoal off Yerba Buena Island for the Golden Gate International Exposition of 1939 and 1940. Crews raised it largely from dredged bay sand, and the fair's buildings, lagoons and towers were laid out across it in a matter of a few years. The exposition was meant to celebrate the region's new Bay Bridge and Golden Gate Bridge, and the island's arrangement shows how the planners treated the bay itself as part of the spectacle. After the fair closed, the island became a Navy station.
