The slogan sets a pennant beside the national flag, presenting shipbuilding as a patriotic cause on equal footing with the armed forces. The Emergency Fleet Corporation, created in 1917 under the United States Shipping Board, was charged with producing cargo ships quickly after German submarine attacks made Atlantic shipping so dangerous. Printed by Carey in New York and issued from the Philadelphia publications office, the poster was part of the wartime effort to rally workers and tie the shipbuilding program to war bond campaigns.
