Addressed directly to noncitizen residents rather than to soldiers or bond buyers, this 1917 color lithograph poster stands apart from the usual wartime appeals. It dates from the year the United States entered the First World War, when the federal government began registering enemy aliens and limiting their movements, and when foreign-born workers and residents of German and Austro-Hungarian descent often faced suspicion. The poster's focus on both economic and social life shows how the war reached into workplaces and neighborhoods alike. Ellis Island, where millions of immigrants first entered the country, is a fitting setting for a story about who was welcomed and who was watched.
