Twenty-one thousand men from Camp Sherman, near Chillicothe, Ohio, are arranged across the ground to read "Sincerely yours, Woodrow Wilson," a mass formation that only a camp of that size could produce. Camp Sherman was one of the large Army cantonments built in 1917 to train draftees for the First World War, and the caption card names Brig. Gen. Mathew C. Smith as its commander. Staged aerial views like this were popular during the war because they turned troop strength into a patriotic image that could be widely reproduced and distributed. The caption data is unverified, so the date and the troop count are best read with that caution in mind.
