Johnstown, Pennsylvania, in the 1950s was a steel and coal town built in the narrow valley where the Stonycreek and Little Conemaugh rivers meet to form the Conemaugh. Bethlehem Steel's Johnstown works, which had absorbed the older Cambria Steel Company, employed a large share of local workers, and the mills' rhythm shaped daily life across the city's neighborhoods. Residents still measured the past by the great flood of 1889 and the damaging high water of 1936, and both disasters had left a visible mark on the streets and riverbanks. The Johnstown Inclined Plane, which carried people up the steep hillside to Westmont, remained a familiar part of the city's streetscape.
