Josephus Daniels walks between rows of yeomanettes, the women enlisted in the Navy as clerical sailors, while an officer and Franklin D. Roosevelt follow behind him. Daniels served as Secretary of the Navy from 1913 to 1921, and Roosevelt was his assistant secretary during those years. The Navy began enrolling women in 1917 to free men for sea duty, so the scene reflects the First World War even though the record dates the print to between 1940 and 1945. That later date likely marks when the photograph was made or issued, by Harris & Ewing, the Washington studio that photographed many government officials.
