This portrait shows James Wolfenden, a Pennsylvania congressman who lived from 1889 to 1949, and it was made in 1945 for the Committee on Naval Affairs album of the 79th Congress. That year brought the close of World War II, so naval matters were central to the House and Senate, from wartime shipbuilding to the demobilization of the fleet. The album's collection of official portraits offers a useful record of the members who shaped those decisions. The formal studio style typical of congressional portraits of the period is worth noting, since such images were meant to identify officials for institutional records.
