The title's "Times" and the address at 1821 Eighth Street Northwest point to one particular building on a Washington block, which sets this view apart from the city scenes around it. The National Photo Company, a commercial firm that recorded Washington's streets, businesses and public life, made the negative in the early 1920s, after the First World War. The 8 by 6 inch glass plate shows streaks and blemishes from the slow breakdown of its original coatings, a common trait of negatives of this age, and it came to the Library of Congress as a 1947 gift from Herbert A. French.
