Police reform is the subject of this color lithograph, a cover cartoon from *The Verdict*, a New York satirical weekly. Theodore Roosevelt had headed the city's Board of Police Commissioners from 1895 to 1897, where he pushed to limit political influence and enforce rules more strictly, and by 1899 he was governor of New York. The drawing comments on that record through exaggerated features and a pointed title, a common method for weeklies that wanted to make an argument at a glance. Its view is partisan, so it reflects the journal's opinion of Roosevelt rather than a neutral account.
