Norfolk's harbor creek and a proposed site plan share this sheet, which places houses and a church alongside the waterfront they were meant to serve. It belongs to Benjamin Henry Latrobe's work in Virginia, where he arrived in 1796 and spent the late 1790s on public and private commissions. Norfolk was a busy port on the Elizabeth River, so the drawing reflects the town's dependence on its water for trade as much as its ambitions for new building.
