The chart's most distinctive feature is its French formula text, which sets out how wind pressure acts on the curved surface of a balloon envelope. Diagrams like this belong to the early study of aerial navigation, when balloonists in France, the country that had produced the first crewed hot-air flights with the Montgolfier brothers in 1783, were trying to predict how gusts would push on a floating craft. Engineers of the period generally understood that the force of moving air rises with the square of its speed, so even modest winds could be dangerous to a balloon being inflated or towed. The diagram is a useful record of how that problem was reasoned out on paper before instruments and flight tests caught up.
