Franklin D. Roosevelt, then governor of New York, is the focus of this 1932 photographic print, which records him at the start of work on a new freight terminal. Public works ceremonies like this one were a staple of his governorship, when state officials turned construction starts into occasions to show progress on jobs and infrastructure during the early years of the Great Depression. Roosevelt was preparing his run for the presidency that year, and images of him at such events helped build the public face that carried him to the White House in 1932.
