Published in *Puck* on January 23, 1889, this lithograph turns its satirical eye on the United States Senate, whose members were then chosen by state legislatures rather than by voters. Joseph Keppler, the Austrian-born cartoonist who co-founded *Puck*, drew the design, and J. Ottmann produced the printed lithograph. Cartoons like this one were part of a wider late-19th-century complaint that wealthy business interests and party machines held too much sway over senators, a criticism that helped build support for direct election of senators under the 17th Amendment in 1913.
