Washington, D.C., in 1912 was a city of roughly 350,000 people, governed by presidentially appointed commissioners under a system that gave residents no vote for Congress or president. The Washington Monument, still unfinished in its upper section for decades after construction stalled during the Civil War and resumed in 1880, had only been completed in 1884 and dedicated in 1885, so by 1912 it stood as a fresh symbol of the capital's ambitions. The federal government was the city's main employer, and the streets below were crowded with clerks, streetcar riders, and visitors arriving by the growing rail network. From this height, the viewer would have seen a city still mixing open lawns and Potomac marshland with the emerging grid of government buildings.
