In 1912 Washington, D.C., ran on federal employment, with government departments, congressional business, and the clerks who staffed them shaping daily life far more than manufacturing did. The Washington Monument, completed in 1885 after decades of stalled construction, stood at the west end of the National Mall, which was about to be reshaped. The McMillan Plan of 1901 had set out a grander design for the Mall and the city's monumental core, and Union Station, opened in 1907, gave the capital a rail gateway that residents took pride in. The city's population was roughly 330,000 at the time, and most residents knew it first as the seat of national government, with the Capitol dome as its best-known landmark.
