The title alludes to the Gordian knot, the tangle that Alexander the Great is said to have cut open rather than untie, and the cartoon applies that image to Cuba's trade position in 1902. The caption card's tags point to tariffs, the sugar industry, and trusts, which matches the period's fight over whether to lower duties on Cuban sugar. Cuba had become independent that May under terms that bound its relations with the United States, and the question of trade preference was one of the most contested issues between the two countries. The record is unverified, so the cartoonist's exact intent is best read from the drawing itself. The print is one of many American editorial cartoons from that year that used tangled-knot imagery to comment on economic policy.
