Five surnames on the title line, Root, Underwood, Hughes, Lodge and Miles, suggest a group of Washington figures, and the December 12, 1921 date falls within the Washington Naval Conference, which opened that November. Elihu Root, Charles Evans Hughes, Henry Cabot Lodge and Oscar Underwood were all prominent in that disarmament diplomacy, but the record does not confirm which of them, if any, appear in this picture. The negative came from the National Photo Company, a Washington studio known for portraits and news photographs, and Herbert A. French gave it to the Library of Congress in 1947. The names come from the negative sleeve and are unverified, so treat them as a lead rather than settled fact.
