Catalogued simply as "Hoover," this glass negative has no firm date, and the Library of Congress notes that the title comes from Bain News Service caption cards and has not been independently verified. The Bain agency supplied news photographs to newspapers and magazines in New York, and its files hold many portraits and event pictures from the early twentieth century. Herbert Hoover moved from wartime relief work in Europe to head the U.S. Food Administration, then served as secretary of commerce and later as president, so the picture could come from any of those periods. Viewers should treat the subject as a probable identification rather than a confirmed one.
