Grafton, Massachusetts, in 1910 was a farming and mill town in Worcester County, a few miles from Worcester, the industrial city whose wire, machinery, and textile works drew much of the region's labor. Grafton's villages had grown up around small water-powered mills along the streams that ran through the town, and many residents worked in local factories or traveled to Worcester for jobs. Its town government was run by an annual town meeting, a tradition that many New England residents of the period valued as the center of civic life. Farms, churches, and the town common still gave Grafton a rural look, even as the wider Worcester economy pulled its people toward factory work and the rail and trolley lines that connected them to the city.
