Two officials appear in the title of this glass negative: a general identified only as Gen. Johnson and a "Secy Daniels," most likely Josephus Daniels, who led the Navy Department under President Woodrow Wilson from 1913 to 1921. The Bain News Service, a Washington news photo agency, produced large numbers of plates like this one for newspapers, and its caption cards were often written quickly. The title comes from unverified information on the negative or card, so the general's full identity and the date of the sitting remain uncertain. The pairing still points to the close working ties between military and civilian leaders in Washington during Daniels's tenure, which included the United States' entry into World War I.
