Josephus Daniels, Secretary of the Navy from 1913 to 1921, appears in this glass negative with a Captain C.A. Adams, though the record does not say what occasion brought the two men together. The negative comes from the Bain News Service, a New York agency that supplied newspapers with photographs of officials and news events in the early twentieth century. Daniels led the Navy through the First World War, a period of rapid growth for the service. Because the title comes from caption cards that have not been fully verified, the identification of the second man should be treated with some caution.
