The title gives us a forest stream tumbling over a rocky ledge, and the Blue Ridge Parkway setting places it in the mountains of Virginia and North Carolina, where the parkway winds along the crest of the Appalachians. The parkway was begun in 1935 as a scenic road linking Shenandoah National Park with Great Smoky Mountains National Park, and its design deliberately framed views of streams, overlooks and cascades like this one. Water features such as this were part of the road's appeal to motorists, who could pull over and walk a short trail to the falls.
