Four Army officers stand over a table of maps in this 1942 photograph, studying the paperwork behind the removal of Japanese Americans from the West Coast. Col. Karl R. Bendetsen, Maj. Hugh T. Fullerton, Maj. Albert H. Hoffitt, Jr., and Col. William A. Boekel are named in the record, and Bendetsen was among the Army's most prominent planners of the evacuation that followed Executive Order 9066 in February 1942. The picture is worth noticing for what it shows of the process itself: the evacuation was organized by military staff working over maps and plans, not only by troops in the field.
