In 1866 Texas remained under military oversight, with Andrew Jackson Hamilton serving as provisional governor. That year delegates met in Austin to draft a new state constitution, and the legislature that followed passed the Black Codes, laws that restricted the movement and work of freedpeople. Germans who had founded New Braunfels and Fredericksburg in the 1840s farmed and ran small mills in the Hill Country, keeping their language and churches. Longhorn cattle had multiplied on open range during the war and were worth little at home, but drives north would soon reshape the state's economy. A bird's-eye map from this year shows a state still sorting out its government and labor.
