Two boys caught in the act of swiping while a policeman's back is turned give this Boston street scene its humor and tension. The picture is dated October 1909 and attributed to Lewis Hine, who began documenting working children for the National Child Labor Committee in 1908. The committee's caption card supplies the title. The scavenging and petty theft it shows reflect the street survival among poor city children that Hine's reform photographs were meant to expose.
