The date on this glass negative, November 12, 1921, matches the opening day of the Washington Naval Conference, the international meeting convened to limit warship construction after the First World War. Delegates from the United States, Britain, Japan, France, Italy and other powers gathered in Washington for the talks. The National Photo Company, which documented Washington life in the early twentieth century, made the negative. The record notes faint streaks and blemishes from natural deterioration of the original coating, a common trait of glass plates of this age.
