Viscount Kikujirō Ishii, a Japanese diplomat, is the subject here, and the record spells his name as Kikusiro. Ishii served as a senior envoy during the years Japan and the United States were negotiating over China, and in 1917 he signed the Lansing-Ishii Agreement with U.S. Secretary of State Robert Lansing. The Bain News Service, a New York photo agency that supplied newspapers with news photographs in the early twentieth century, made this negative, though the record gives no date. Its value lies in showing how Japanese statesmen were presented to American audiences during that period of diplomacy.
