Count Shigenobu Okuma and Baron Kikujiro Ishii are the two men named in this picture's title, though the record notes that the identification comes from unverified caption data and gives no date. Okuma, a founder of Waseda University, led the Japanese government as prime minister from 1914 to 1916, and Ishii served as foreign minister during part of that period, which places the pairing in Tokyo's political and diplomatic circles of the mid-1910s. The Bain News Service, a New York agency whose glass negatives make up this collection, covered visiting dignitaries and public figures for its clients, so a portrait like this would have been made for news use. Treat the names as provisional until they are checked against the original caption cards.
