This view is a glass negative of a monument near the U.S. Capitol, though the record does not name the monument itself. The title was supplied by Library staff, and the handwritten caption on the negative refers to the American Red Cross building, a reminder that such plates were often filed by nearby landmark. The National Photo Company made thousands of street and civic views of Washington in the early twentieth century, and its plates document the capital as it looked in the years after World War I. Viewers should notice the streaks and blemishes on the glass, which come from deterioration of the original coating rather than from the scene itself.
