Cows grazing on open grass in front of the Capitol's west side make this view an unexpected one for a building now surrounded by formal lawns and crowds. Before the grounds were landscaped in the late 1800s, grazing animals were a common sight on the undeveloped land around the government's new home in Washington. The contrast between a pastoral scene and the building's dome shows how much of the capital was still open country during its early decades.
